James A. Donahue, III, graduated from Lehigh University in Bethlehem, PA, in 1980 with a B.A. degree in journalism and government. After working as a newspaper reporter for a year, Mr. Donahue entered Duquesne University School of Law in Pittsburgh. He graduated from Duquesne in 1984 with a J.D. degree.
After admission to the Pennsylvania Bar, Mr. Donahue worked for a small firm in Norristown, Pennsylvania. He joined the Pennsylvania Office of Attorney General in 1985. In July 1997, he was appointed Chief Deputy Attorney General of the Antitrust Section. In 2004, Mr. Donahue won the Marvin Award from the National Association of Attorneys General for leadership in advancing the goals of the Association. Mr. Donahue was appointed Chair of the NAAG Multistate Antitrust Task Force and served in that position from 2009 to 2012. In. January 2013, Mr. Donahue became Executive Deputy Attorney General for the Public Protection Division, responsible for Antitrust, Charitable Trust, Consumer Protection, Civil Rights & · Special Litigation, Health Care and Tobacco Enforcement. From September 2016 until January 2017 he has also served as Acting Chief of staff. From February 2017 to March 2018, Mr. Donahue served as Senior Counsel to the Attorney General. He returned to the position of Executive Deputy Attorney General for the Public Protection Division, which now also includes the Fair Labor Section, in March 2018.
Mr. Donahue is also admitted to practice law in Massachusetts.

Mr. Donahue has specialized in trial work since 1962. He has a B.S. Degree in Economics and Business Administration from St. Mary’s College, California (1953), and an L.L.B Degree from the University of San Francisco School of Law in 1961.
Upon graduation from college, he spent two years with the U.S. Army Counter-Intelligence Corp in Japan. After a period with AAA as a claims manager and house counsel, he joined Douglas McDonald in Sacramento and later formed the litigation firm of McDonald and Donahue.
After 1975, Mr. Donahue founded the firm of Donahue and Callaham which became Donahue Bates Blakemore & Mackey. Currently, he is practicing as of counsel for Donahue Davies LLP.
He has conducted over 200 civil jury trials in litigation involving professional malpractice, products liability, construction, and automobile accidents and has been awarded an “AV” rating by Martindale-Hubbell.
Mr. Donahue is a diplomate of the American Board of Trial Advocates, a member of the State Bar of California and the Sacramento County Bar Association. He is an arbitrator for the Sacramento and Solano Superior Courts and conducts settlement conferences as a judge pro tem for the Sacramento, Placer and El Dorado Superior Courts. Arbitration and settlement conferences have numbered in the hundreds.
Mr. Donahue was presented with the American Board of Trial Advocates Civility Award in 2004 for demonstration of the highest degree of integrity, credibility and professionalism in the handling of civil litigation.
He is currently representing both plaintiffs and defendants in cases involving medical and dental malpractice, insurance coverage and bad faith, civil rights, and employment litigation; and has established a mediation and arbitration practice with an hourly fee of $300.

He was born in Abbeville, Louisiana, October 13, 1962. Mr. Donohue received his J.D. from Louisiana State University(1988) was admitted to the Louisiana State Bar Association in 1988. He is licensed to practice before all Louisiana Courts, State and Federal District Courts, Courts of Appeal and Supreme Court.
For the past twenty five (25) years, Mr. Donohue has maintained a commercial and corporate litigation practice. He has successfully represented corporations, insurance companies, construction firms, nursing home and home health companies, and defended claims on a statewide basis in all courts of Louisiana, and arbitration panels.
Mr. Donohue has a broad insurance defense and coverage practice which includes professional and general liability, construction defect, medical malpractice, nursing home, environmental, bad faith-extra contractual, pollution, products liability, and mass claims. Recently, Mr. Donohue spearheaded the firms selection to the defense team and participation in the successful defense of mass claims asserted in the Hurricane Katrina litigation.
In addition, Mr. Donohue represents clients before Louisiana regulatory and administrative agencies, medical review panels and municipal governments. He has successfully represented and defended regulatory compliance actions, administrative and permit hearings before the Louisiana Department of Environmental Quality, Louisiana Dept. of Conservation, Louisiana Housing Finance Authority, Louisiana Department of Economic Development and local government throughout Louisiana. Mr. Donohue has extensive knowledge of the Louisiana Ethics and Campaign Finance Laws and represents clients and political action committees with regulatory compliance filings and hearings with the Louisiana Ethics Board.
Mr. Donohue has also maintained a practice in the areas of energy and admiralty litigation, maritime personal injury, pollution, blow-out well explosion, fire, oilfield indemnity and coverage disputes. He represents maritime employers, vessel owners, energy interests and their underwriters in personal injury defense litigation, including Jones Act and Longshore and Harbor Workers Compensation Act claims. He also represents general liability and marine underwriters with respect to coverage issues involving a broad range of marine, general liability and excess forms of coverage.

Mr. Donahue attended the University of the Pacific, McGeorge School of Law, graduating in 1982. He was admitted to the California Bar in December 1982. Mr. Donahue was an associate with the law firm of Donahue & Callaham, with an emphasis in professional liability, general personal injury defense, insurance coverage and construction law. In August, 1983, he joined the firm of Bullen, McKone, McKinley, Gay, Keitges & Pach and continued to practice in the areas of motor vehicle, and general insurance defense, with an added emphasis in professional liability. He also holds a Master of Laws Degree in Taxation, which has been beneficial in handling professional liability matters involving lawyers, accountants, and real estate agents and brokers. Since formation of the firm in December of 1984, Mr. Donahue has continued to emphasize his practice in the areas of commercial, construction, premises liability, motor vehicle, mold litigation, and professional liability insurance defense. He also handles matters involving insurance coverage and declaratory relief, and maintains an active trial practice. Mr. Donahue has an extensive background in the area of Real Property Law. He has advised purchasers and sellers regarding the interpretation and enforcement of real estate purchase and sale agreements. He has formed real estate LLC’s for clients and has served as manager and attorney for several such entities. He has represented landlords and tenants in the negotiation and drafting of commercial and residential leases. Mr. Donahue has advised sellers and agents on disclosure requirements under California Law. He has represented buyers and sellers in real estate disclosure claims and litigation. He has represented landlords and tenants in claims and litigation relating to habitability issues, rent control ordinances, and the handling of mold, lead, and other environmental contamination issues. Mr. Donahue has also advised homeowners associations on matters relating to CC&R violations and enforcement. Mr. Donahue regularly participates in seminars on behalf of various clients on topics including liability claims handling, mold litigation, medical cost containment, professional risk management, and case law reviews. Mr. Donahue serves as an arbitrator and mediator in Sacramento, Solano and El Dorado Counties. He also serves as a settlement conference Judge Pro Tem in Sacramento and El Dorado Counties. He is a member of the Northern California Association of Defense Counsel, and was formerly a member of the Board of Directors of the Association. Mr. Donahue is been an active member of the American Board of Trial Advocates (ABOTA) since 1999.
